but I think it's rather just irrationality more than any actual kind of strategy.

By all accounts it seems like the one hand of most of the US government has no idea what the other hand is doing.

As for NK I'm not that legitimising the regime is a good idea, as that's been a prime goal of theirs for some time, hence why no meetings have taken place in the past and teh regime is shunned by virtually all developed nations
