I think it will be the opposite because Putin will be desperate for the tournament to

pass without major incident/embarrassment.

There may be some dodgy back street stuff which never makes the press but i reckon they will keep the hooligans firmly under control on home turf to stick two fingers up at those who think they can't organise a safe world cup.

Mate of mine who goes to Russia a lot says they just laugh at some of the hysteria over here about Russia. Its not a big deal to them.
