the reason they are being used

is because the rebel held areas have been bombed to s**t, everything is in ruins. Conventional munitions will have reached their limit. If the survivors are hunkered down in what little remains, and in what cannot be destroyed further, the only other way of winkling them out is by infantry and very costly ruin-by-ruin street fighting. He doesn't have the manpower for that.

So the reason they are being used, and why its in his best interests to do so, is because it works:

It's the stick in the carrot & stick approach. "Surrender and you can be safe in the north. Stay and we will utterly destroy you with every means we have."
