Nuclear stocks together with Russia, prompting Russia to also rebuild its arsenal, and the President even recently advocated first use of nuclear weapons, so I assume that's a no on nuclear.

As for Dresden, a lot of the Syrian cities now look rather like Dresden in 1945 but there's not been as much outrage about that (as Old Git suggests).
