I don't think it is strange at all. I think it was a smart attempt from both sides...maybe

Spurs feel that Edwards is in with the wrong crowd in London and wanted to see if getting him away from them would have a positive effect on his training ethic. Norwich then offered to chance to take him with the instructions that they should not play him unless he shows improvement in certain areas, in order to reinforce the message rather than rewarding him with being a big fish in a small pond which might well be enough for him.

No skin off our noses, but if he had responded then we get a top top talent for nothing. Minimal effort and minimal risk from our side.
