The two things aren't necessarily mutually exclusive

the level of ability of the squad at the start of the season can be high (due to players who were signed several years ago like Maddison, Hoolahan, Tettey, Jerome, Pritchard etc..), even if recent transfers have been poor.

Whether true or not, it's not a contradictory position to take.
