true, but over time it should give refs confidence to make those key decisions

as VAR should them getting it right more often than not, and they have a safety net of knowing that if they do make a mistake, VAR will correct it.

(Always assuming the various associations let refs get it wrong occasionally, otherwise it'll go the other way and refs will use it as a cover-your-arse exercise.)
