Lets see

the only people who make the nerve agent involved are Russian

the people involved have pissed the Russians off

so I think its safe to assume that though the Russians may not have actually done it themselves but got a 3rd party to do the dirty work , because thats the smart thing to do if you traced it all the way back , you may not end up at Putins desk or even in the Kremlin , but you will end up in Russia
