to be fair to her, she actually said

"We will suspend all planned high level bilateral contacts between the United Kingdom and the Russian Federation.....this includes ... confirming there will be no attendance by Ministers - or indeed Members of the Royal Family - at this Summer’s World Cup in Russia."

So the point was really just confirmation that no ministers would go, as well as no royals.

As you suggest though, don't imagine that'll cause too much discomfort there.
