Yeah but big sporting events are a show of power, and if there would be a large boycott

it would be forever known as being an under strength World Cup. He wouldn't want that. I mean, there's a reason why the world shouted corruption when Russia was awarded. It's not like he doesn't desperately want it (like he also desperately wanted the Winter Games in Sochi).
