Well yes, when you have 5 months of snow a year you deal with it better.

Isn’t that pretty obvious? Also, because of that their budget is designed around it. So ploughs, gritters, legal requirements for winter tyres are all part of daily life.

FWIW, my thoughts are thus: we *should* shut down for the maybe one or two days every five years when heavy snow hits us. Get traffic off the roads and kids off the pavements, and only have the obvious stuff running and swallow the costs. We don’t (need to) spend much on preparation for snow and its consequences so there’s no need to bleat on about that. Just shut down non-essentials for a day or two and make the most of it. Stay safe and warm and check your elderly neighbours.
