This is a part of it, so is the change in weather patterns.

Snow isn't as frequent as it was, so people are naturally less prepared for it or used to it, and a lot of the precautions we used to have are no longer used.
Councils don't pay Farmers a nice annual fee to have a snow plough ready to clear local roads anymore for example.

We've decided to spend significantly less on what we need to manage these conditions, so when they happen we don't manage as well.
Couple with the fact more people are on the move than ever before its a bit of a perfect storm.
