It's an interesting question. Any FA refs here? I don't know how it is supposed to work in

football. I know that in my sport the way it usually works is that if a foul ("penalty") is committed which has no positive impact for the team committing it, nor negative impact on the team being fouled, then unless it is violent play is not stopped. The official will warn the perpetrator. If it happens again, then they will call it. I like that method as it tries to allow the game to flow as much as possible.
