European justice is supreme over national courts

only on matters connected to the single market. That is where subsidiarity comes in. As for the foreign minister, I understand that is largely a formal thing (a mouthpiece) for simplicity to 'speak for the EU' when advantageous (EU foreign services coinsult each other on virtually everything anyway). Don't think he would have the power to commit countries to any particular action.
