At first I thought he was explaining that Carson tried the same as the first penalty, but

looking again, Reed seems to hear something Oli says to Madders and reacts to it. Tettey is just doing the captain's job of making sure all is well.

Since both Oli and Reed seem a bit surprised, Madders doesn't react at all, and Oli is pointing at the goal or at Carson as he explains, I'm guessing Reed misheard or misunderstood a comment.
