Not really. On reflection I do agree that the language used is poor

I do not though think its racist or discriminatory or partiuclarly outrageous for someone to say they are not looking to sign any more African footballers because they already have 7 in their squad and some of those players have caused problems in the past.

I agree the use of "they" in a blanket term as he has done and the generalisation he has made is not good. I don;t know the bloke but he looks about 60 and i assume he's an "east end" geezer who has not chosen his words well.
