I think the odds are that he probably won't be a great player for us, but

that's our new reality. We don't have the money to buy proven quality even at Championship level any more, so at least getting a free(ish) transfer allows us to sign a player who might otherwise be outside our budget.

And this kind of thing is the whole point of Webber. To find these talents who have been mis-used or are under the radar at other clubs. I think a strike rate of 2 out of every 5 such signings being good enough would be about par for this approach though.
