as far as I am aware Barcelona and Real are still Spanish owned and Bayern is still German owned. As was pointed out earlier, in England it has improved from hoping that a team could break into the top 2 (Man Utd and Arsenal, then Man Utd and Chelsea for years) to having pretty much a top 6, and two seasons ago seeing a team from outside that top 6 win the league.

I'd say the Premier League is pretty healthy right now. If you continue looking at the lower European leagues you'll probably see similar domination. In NL it is Ajax and PSV (with a little bit of Feyenoord). In Scotland it is Celtic, Celtic and Celtic since Rangers died but no doubt will be back to Celtic and Rangers soon.
