Of course, you could argue that it's realistic to expect around half of the signings to be duds. The problem is that when you are trying to run a tight ship, you can't afford that kind of ratio. The whole point of a DoF like Webber is to achieve a high rate of effective bargains, rather than just signing 10 players and hoping half of them turn out to be OK.
