they'll get promoted

the FFP penalty will just loom over them until they get relegated, at which point they pay it off with their profits from their time in the PL and/or parachute payments and/or an admin.

It's only a deterrent to those clubs who don't think they have a realistic chance of promotion off the back of breaking the rules.
