In that it doesn't rely on massive government projects to make adjustments. They are able

to implement adjustments (within overall regulation of course) far faster.

Without all the different outsourcing and governmental departments involved, there's far less overhead, so changes and additions can be made a little faster whilst not creating a mess. There are regulatory projects as well of course, but not exclusively.

Digital solutions are being utilised more and more as well - that's just part of the whole reduction of process overhead.
