It should be a combination of % of GDP and per head that should be looked at

The two need to be looked at alongside each other in my view.

It may be perfectly possible for the spending as a percentage of GDP to decrease yet there still be sufficient resources allocated to the NHS if, for example, GDP has increased significantly. On the flipside though even an increase in spending as a % of GDP is not enough if the population has risen substantially.

I don;t see how you can divorce population levels from the amount of resources needed.
