That's certainly the narrative the right wing papers want people to believe

and to be fair they've done a decent job of spreading it. But as per the above, you can equally argue the current problems are mostly about the most stringent spending squeeze the NHS has ever seen.

(None of this applies to social care, by the way, where it's much clearer that there *is* a need for major reform.)
