That's the only sensible way of showing it

As a nation, we 'earn' about 4-5% more every year (depending on the year). When were deciding how much to spend on a service like the NHS, the choice is what proportion of that income to spend.

Just looking at 'actual spend' over time is pretty much meaningless. Prices and wages go up every year, there are more of use every year, we earn more every year. Of course actual spend goes up each year.
