It is for a player who who looks totally and utterly out of his depth at that level

Prem clubs don't go throwing £10m at, say, s**t League One players just because they have lots of TV income. They still have to think the player is actually worth the outlay. They have large income but they don't have limitless funds (wage outlay is massive) and clubs that don't spend wisely end up getting into trouble.
