Well... the stadium owners would then set the rent...

and would know what the club they own could afford to pay them in rent...

They would also know what the stadium would be worth if they sold it for housing etc.

They would do whatever maximises their returns... which isn't necessarily the same as a fan wanting the club to do well on the pitch.
