Let's face it the board including Delia, tried to separate themselves

from the football side of things by the appointment of Webber and the new structure.

Problem is the board set the budget and it's drastically lower this season. So Webber has had to plumb the depths and slash the budgets.

So she and the board are still ultimately responsible for the current situation.
