yep, we basically reached the glass ceiling under Mcnally in the Prem

the summer we tried to sign Quagliarella, Biglia, Ranocchia, Toivonen etc... and none of them had any interest in playing in Norwich despite that we could offer them a pay rise.

If that type of quality player isn't interested, then the best you can hope for are gambles like RvW or Naismith - who are expensive risks.

Fortunately we don't have that problem any more, as lower league German players see Norwich as a big step up.
