in any case though, signing about 7 players in their mid-20s for minimal fees, suggests that they are not going all out to develop youth. They are trying to fill a squad with mediocre players and hoping they get lucky and that one of two turn out to be really good.
Signing a bunch of promising 19-20 year olds would be a much braver and more rewarding approach I think. But webber hasn't done that, regardless of what the board claim.
