No we spend 0.7 of our overall spending/budget on foreign aid/international development

which is £12 billion. Yes percentage wise its not a massive amount (nor are the EU contributions by the way which were something of a red herring) but even two or three billion a year extra to the NHS out of that certainly would not do any harm.
