hardly proactive!

it is surely reactive, since it is largely a reaction to what happened to Ipswich (and Bradford & Sheffield Wednesday). Did we have such two-tier contracts in teh 90s? And I'm not even sure we came up with idea ourselves anyway - other clubs (eg palace) have such clauses too. Even Saints, who have been in the Prem all the time. Think it was a common idea club chairmen came up with after events at clubs such as those mentioned above.
