unless you have talent like Arsenal (and even they are struggling at the moment) very few teams can pass it well enough to get away with 2 midgets. A large/small combination is a lost always better because it gives you more options. If the opposing defence pushes up you can use the nippy striker's pace to get in behind them, and if they drop deep the big bloke can challenge for crosses. If you play 2 midgets the other team can just defend deep to negate their pace and movement, knowing they can allow crosses into their box because the little guys aren't going to win them. Your dream of short strikers = nice passing football is just a Utopian dream. Football doesn't work like that.
