It's a blatantly political attempt to appease and appeal to UKIP and provincial anti-metropolitan voters. I'm not sure it'll work and it's my utmost hope that it doesn't but it worked when Cameron promised a referendum and it worked for Brexit. Anybody arguing against it had better beware of coming over as scare-mongering. Don't say "it'll increase social segregation (even though it will)" or "the less well off will suffer (they will, again)". Certainly don't quote how well London and Birmingham schools are doing - they don't want to know and so-called "experts" in education (teachers? Fuck off. What do they know?).
