I though it was a nice touch that...

while the FL league teams were pretty much forced to accept the B teams and threated with fines if they fielded weakened teams, the top Prem teams were allowed to opt out of taking part altogether. Certainly no one pressuring them (just in case there was any lingering doubt who wields all the power in in English football).
