I don't know but i'd hazard a confident guess that plenty of other nations are spending plenty of money on sport these days.
The Soviets were quite unique in their approach initially, since then (and since Atlanta) its been clear its the only way to succeed.
British sport gets a kicking when it supposedly fails (atlanta) then gets another one for being successful?
The channel swapping is an odd thing, I don't get that, but its a pretty minor gripe.
As an aside, every time an Italian Olympian wins a medal all their radio stations play the national anthem.
