No reason on earth why, before June 23rd, people would have just shrugged, but now they think worth reporting. In fact if anything, I'd have thought the opposite would be more likely - non-UK nationals woke up on the 24th to discover they're in a country that is more hostile to them than they thought. Likely to make you *less*confident about reporting this kind of thing, not more confident about doing it.
