Has been mayor of London (very much Remain territory) and dithered before making up his mind to come out for Leave at the last moment.

Probably expected (and wanted) Remain to win, but knew campaigning for Leave would gain the support of the anti-EU faction in the Conservative party when the time came to find Cameron's replacement.
