Cameron never thought he'd actually have to have the referendum

he thought warding off UKIP votes would enable him to form another coalition with the Liberals, and then they could veto the referendum as part of the conditions of joining the coalition. Then he unexpectedly won an overall majority and got stuck with it actually holding it...
