What are those blokes dressed like officials behind the goal for, exactly?

Pretty much anything can happen right in front of them and they never do anything. At least they could dress up as dinosaurs or chickens or something and keep the crowd entertained when the match got a bit dull. They're probably not even interested in football but hoping that being seen on telly with footballers might improve their pulling power or something.
