can't be arsed to find the quotes but some of the bigwigs (even Juncker maybe?) have already conceded that the idea of a fully federal Europe is pretty much dead now.

Plus we will have the veto on further reforms and opt out from 'ever closer union' etc (whether we use it or not is a moot point).
