the government have put the system in place and tasked the councils to administer it

the councils have then asked the lawyers to do their best to save tax payers money

of course the lawyers should be doing the job to the best of their ability, without crossing that invisible line of decency

i have no idea if this firm did that in any case it worked on, it is right to be pissed off with his triumphalist behaviour though and right that he shouldn't profit further
