Fact One: There is no country in Europe with enough capacity to meet demand. There are estimated to be between 350,000 - 500,000 Eng / N Ire & Wales fans there, with 500,000 from Germany. There were 25,000 ticket applicants from Iceland!!
With 2.5 million foreign visitors and 36 group matches that's 70,000 at every game; and that excludes a single French resident attending or the UEFA family!

Fact Two: Five finalists share land borders with France, and inter-EU movement means geographically distant nations (Turkey) may be disproportionately represented. Should Belgium play all their games in Lens or Lille? Spain in Marseille? Italy in Nice? That is impossible to plan and, TBH, rather pointless.
