I suspect it's a bit of both,

Given that England fans don't have the greatest of reputations when it comes to playing abroad. There's always going to be some people who choose to try and provoke them, given that it doesn't seem to be a particularly difficult task. Especially if they've been drinking in a pub all day.

That aside, it's been reported by a number of sources that those England fans were engaged in 'boisterous' behaviour such as singing about German bombers, anti-French songs and songs about leaving the EU.

Classy behaviour as always from a bunch of pissed up dickheads.
