I was in Brussels for Euro 2000 and it was basically impossible to avoid

You go down a side street in a small group you get picked off, you stay with the crowd in the main bars and sooner or later the police wade in or some incident with locals happens. English fans are loud and lairy and probably not as respectful as they should be but there have been basically no problems with England fans in recent years and we are far, far more sinned against than sinners.

Look at the video doing the rounds this evening where a bar is on fire. The implication is that England fans have done it but Engkand fans are in the bar and it's far, far more likely they've had s petrol bomb chucked at them and are under attack.
