Then issues would not be getting confused as they are. A responsible government would have placed on record their view, flagged that they believe there is more risk leaving than staying but then reassured the public they will minimise any disruption either way. Instead Cameron and Osborne have made themselves the figurehead of the remain campaign and thus made the result a reflection on their positions.
