though (as a premier league club) if you identify the right targets and offer enough money!

I think that in a couple of the recent transfer widows you could argue that McNally has been too ambitious with some of his European targets and has consequently (supposedly) wasted a lot of time chasing players for whom a move to Norwich holds little appeal. That's probably the main pitfall of not having an adequate scouting/recruitment system in place to do the legwork for deals and smoke out any that really are not likely to happen.
