in the Prem we're a small fish so it is easy to give us nothing since no-one expects us to get anything. If we lose because of a ref not giving us a pen the media won't treat it as an injustice, they'll just treat it as "well Norwich lost as you'd expect them to", so the ref gets off criticism-free.
