well you just give them whatever notice your contract requires

"I have resigned" means I have given notice that I'm terminating my contract/told them I'm not renewing it. Employer then decides if it wants to make you work your notice, put you on gardening leave, or do a compromise agreement.

"I have offered to resign" means I have suggested that I'd be open to a compromise agreement if Employer also thought it would be mutually beneficial to part company.

One requires consent, one just requires the employer to decide how it wants to handle the timing of when the resignation takes effect.
