National leaders aren't remotely answerable to the Commission. Why do you think Britain has so many opt outs etc? I'm sure the Commission would overwhelmingly prefer it if they didn't exist, but Britain did deals with the leaders of national governments, which is where the power still lies, to obtain them. The Commission pretty much can't do anything without the agreement of national leaders, despite what the Sun would like you to believe. National leaders don't give a monkeys about the Commission.
