I'd be amazed if they don't get the verdict they were expecting

It seems pretty clear there were some major errors which combined with a series of other factors formed a tragedy. That said I have some sympathy for the police and authorities dealing with it on the day. None of them set out to hurt people and I don't think it does any good to persecute individuals if the finding is as expected. The cover up is, however, a different matter. Totally unacceptable and they deserve everything they get.
